PUBLIC HEARING ON PLANNING ITEMS

18     NV ENERGY / ZWART, JOHN J. – SPECIAL USE PERMIT (for possible action) – Request for a Special Use Permit to construct and operate a one (1) MW Solar Photovoltaic Energy Generation Facility, on a portion of an approximately 22.92 total acre parcel; located at 274 Lower Colony Road, Wellington, (APN 10-301-10) PLZ-15-0005

Planning Commission Recommendation: Betty Retzer made a motion recommending denial of the Special Use Permit for NV Energy/ John Zwart, after finding that A) The proposed use will be detrimental to the use, peaceful enjoyment, economic value, or development of surrounding properties or the general neighborhood; and is incompatible with and detrimental to the character and integrity of adjacent development and neighborhoods, nor has the applicant proposed mitigation of adverse impacts such as noise, vibrations, fumes, odors, dust, glare or physical activity related to the proposed project; B) The proposed use will be detrimental to the public health, safety, convenience and welfare; and C) The proposed use will result in material damage or prejudice to other property in the vicinity. Audrey Allan seconded and the motion passed unanimously (7-ayes; 0-nays; 0-abstentions)

  1. ART WILSON COMPANY / R. ELLSWORTH McKEE – SPECIAL USE PERMIT (for possible action) – Request for a Special Use Permit to allow the expansion of an existing non-conforming mining support operation by constructing a 2520 square foot training facility; located at 167 Linehan Rd., Mound House (APN 16-051-03) PLZ-14-0027

Planning Commission Recommendation: Betty Retzer made a motion recommending approval of the Special Use Permit for Art Wilson Company / R. Ellsworth McKee based on the recommended findings and subject to the 18 conditions recommended by staff. Rick Jones seconded and the motion passed unanimously (7-ayes; 0-nays; 0-abstentions)

  1. CINDERLITE TRUCKING CORP. / CROSBY NV LAND, LLC – SPECIAL USE PERMIT (for possible action) – Request for a Special Use Permit to operate a sand materials pit, on a portion of approximately 952.66 total acre parcel; located south of Highway 50 at Stagecoach Drive, Stagecoach (APN 15-531-17) PLZ-15-0007

Planning Commission Recommendation: Betty Retzer made a motion recommending approval of the Special Use Permit for Crosby NV Land, LLC based on the recommended findings and subject to the 12 conditions recommended by staff. Planning Commission Recommendation: Audrey Allan made a motion recommending that the Public Lands Policy, with the recommended revisions made by the Public Lands Management Advisory Board, be submitted to the Board of Commissioners.
